Supervisor’s notes

The following are items are on my list of negotiation topics with Active Solar concerning their proposed solar farm on North Road. Monetary amounts are omitted as we are not yet in negotiations.

  • Application fee in escrow to cover processing cost.
  • Cash surety or Bond. The amount of the cash surety/bond will be reevaluated every 3 years by a qualified engineer with mandatory increases as determined by the engineer. All fees to be covered by the solar company.
  • Host package, this is money for the town. This is a sum agreed upon prior to breaking ground to be paid in two parts, 1/2 upon permit approval and 1/2 when the project is producing power.
  • Local jobs both during construction and grounds maintenance. I am also pressing this for the solar farm on 196.
  • annual tax relief for residents in view of the solar panels.
  • soil and water test for the land to be used and for the surrounding properties.
  • reasonable hours of construction and asking for the post to be drilled not pounded.
  • berm and landscaping plan to be approved by the town board with community input
  • a sum of money for the fire department to cover training and equipment associated with solar panel fires.
  • Proper drainage on the North Road frontage and an agreement for them to replace the road in the event of damage and only allow for trucks to enter from the 196 side to keep road wear to a minimum.
  • All related attorney fees to be covered by the solar company.
  • environmental studies are required already.
  • I have intentionally omitted the dollar amounts as this is a public website.
  • Many of these ideas have come from involved citizens. I am open to more input. Many of these points will translate into our revised solar law. The verbiage will be in legal terms, but these ideas will be at the core. (All of the above are Pending Board Approval following a public hearing).
